Phenoxyethanol can be naturally derived from green tea and chicory, however it isn't (probably due to cost).  It is a clear liquid with a mild, yet distinctive odour.

Phenoxyethanol is a broad spectrum preservative and is used to protect the oil and water contents of your formulation against bacteria, fungi and yeasts and is an alternative to parabens.   

For safety reasons, use a maximum ration of 1% of your entire formulation (more can cause skin irritation in sensitive individuals).   Alternatively, it can be used at 0.1% and combined with other preservatives.

pH: 7.0 - can be used in formulations with a pH range of 3-10.

It is not accepted by organic certifying bodies, and there is a lot of debate around its use. 
My view is that if you are manufacturing infrequently, wearing gloves when you are handling it to minimise your risk due to overuse, then it is safe in small doses and is ideal for seeing if you like a formulation due to its cheapness.  Once that formulation is a go, then go down the headache route of juggling your antioxidants and preservatives to get the right balance of preservative protection.
